(PRWEB) September 6, 2010 -- Describing herself as "the human factor" for students enrolled in Smart Horizons Career Online Education (SHCOE), Susan McLeod has hit the ground running since being hired as the company's Lead Academic Coach in July of this year. A National Board Certified Teacher since 2005, McLeod has taken on the role of primary contact person for SHCOE's growing population of online students.

Holding a Masters Degree in Curriculum and Instruction and a B.S. in Education, McLeod has been an award-winning educator in Northwest Florida for two decades. Among her many accomplishments are the writing of a professional development manual for teachers, serving as a trainer for school curriculum development, and being a presenter at the National Board Certified Teachers Conference in 2008. She served as Curriculum Coordinator and Language Arts Instructor at Pensacola Beach Elementary School prior to joining Smart Horizons Career Online Education.

"I'm a liaison for the students in the Smart Horizons Career Online Education program—their voice if they need one," McLeod said. "If they have problems with their online high school courses, perhaps having difficulty passing a certain section, I'm able to look over the course and give them study tips and strategies to help get them through it. Even if they have technical problems, like not being able to log on, I will connect them with the person who can resolve that."

McLeod has reached out to each student enrolled in Smart Horizons Career Online Education since joining the company. "I've already contacted all of the current students, called them and sent them e-mails, to let them know that I'm here for them," McLeod said. "Eighty-five percent of our students are maintaining a 'B' average or better, so I've also been offering praise and encouragement. Most of our students are adults who have not been in school for 15 or 20 years, so all of this can seem difficult, and I want them to be as comfortable as possible. These students are very motivated to earn high school credits online. "

Plans call for hiring four additional academic coaches, one each for the areas of social studies, science, English, and mathematics. "We'll be forming an academic coaching support team to do as much as we can to assist these students," McLeod said. "Our core competency is reaching out to adults who were not successful in their academics the first time around. We want to help them to better themselves by improving their career opportunities, and we hope many of them will want to move on to postsecondary career training institutions. Michael Santos is Chief Marketing Officer for ChinaCast Education Corp. He is responsible for corporate strategy, global alliances, M&A and shareholder relations. He previously worked with Hughes Network Systems, where he was Senior Director, Asia-Pacific. He worked for Hughes in the USA, Japan, Taiwan, Indonesia and the Philippines, and HE was a lead member of the Hughes deal team that made a strategic investment in ChinaCast's $17 million Series A financing round with Intel Capital in 2000. Mr. Santos holds a Bachelor and Master of Science in electrical engineering and computer science from The George Washington University, in Washington, D.C.

Mr. Santos: ChinaCast Education (CAST) was established in 1999 and is the first U.S. publiclylisted Chinese postsecondary education company that owns accredited universities in China, providing degree programs to over 30,000 on-campus students as well as having a nationwide e-learning network that provides distance learning services to over 141,000 online postsecondary students. China recently surpassed the United States in 2007 as the number one country in the world in terms of number of university students. China had over 22 million students in 2009, compared to 18 million in the U.S., and it continues to grow at a faster rate. In addition, the PRC government recently announced that since only 5% of the Chinese have a four-year college degree, as opposed to about 30% in the U.S. and most Western countries, they'd like to double the number of university students to over 40 million by 2020. The government hopes to achieve this goal by increasing government expenditures, allowing more private investment in the postsecondary sector and by opening up the market for online learning, which we believe bodes well for the long-term growth of our business.

The continued strong demand for tertiary education in China basically tracks the rise of the Chinese consumer middle class. As more and more Chinese are getting wealthier, they can send their kids to college. On our e-learning side, we now have partnerships with 15 PRC universities, with approximately 141,000 students that are using our network to access their online curriculum. We provide a nationwide e-learning platform that enables universities to connect their students anywhere in the country back to their main campus servers to access live and asynchronous course material. The business model is that the university pays us a revenue share of each student's tuition. We've also recently joint-ventured with our 16th university partner, the China University of Petroleum, to provide our e-learning platform to their 40,000 students and to provide continuing education programs to working adults via their e-learning network. This is a pretty exciting project for us since it will be our first e-learning partnership where we're we'll actually own the students through the joint venture and make content sales. So in essence, what we're trying to build is China's largest for-profit, postsecondary education company, similar to the University of Phoenix and University of Phoenix Online in the U.S. Our strategy is to have a nationwide network of campuses and use our e-learning network to deliver these programs nationwide to address the high demand for tertiary education in China.

TWST: What is the current status of government regulation that would allow private universities to offer online degree programs?

Mr. Santos: Right now there are about 2,500 universities in China. But thus far, only 68 state-owned universities in China have been allowed by the government to provide accredited online degree programs. So we're still in the very early stage of postsecondary online learning in China. The government is moving towards opening up the online degree programs market, but they want to make sure that the quality is there. The good thing about our private universities is that they are all affiliated with state universities, so we have the same accreditation status the state universities have. So we believe when the government does allow private universities to provide online degree programs, our accredited universities are well positioned for that, as opposed to non-accredited universities. With that being said, we don't really see that happening in the next 12 months, but possibly within the next couple of years, once the private universities become more mature and well known. In the meantime, we can provide online non-degree continuing education programs, which I mentioned earlier, with our joint venture with China University of Petroleum.

TWST: Tell us about the recent acquisition of your third university, HIUBC.

Mr. Santos: HIUBC is a well-known engineering school located in Wuhan, which is major tier-2 central city in China, with about 9 million people. The university was established about 10 years ago and now has about 9,900 students. HIUBC has built up a very good reputation as a private university in a major city, and the campus is actually located within the city as opposed to most private universities, which are located in the suburbs of major cities. One interesting point regarding this university is that the government has given us an incentive to further invest in growing the university by re-zoning the land for commercial purposes. We hope to develop this land to subsidize the expansion of the university and to show how we can unlock value from the assets on our balance sheet. In addition to our cash balance, we now have over 180 acres of land and 6 million square feet of office space.
